Depends on role and play style soul is better for jungle role as you can clear beasts and heal.
Time is better for dive and kill.

Tower damage participation also counts
many kills, a few deaths, a lot of team fight rate, dmg to tower, kill streak, dmg to enemy, heal allies, tank dmg.
