The Spartans in Halo 4 are, as said, Spartan IVs (Spartan 4s). They are, as their name suggests, the fourth form of Spartan to be created. They're all volunteers, unlike the past Spartans, that are from various other military forces (ODST, Marines, past Spartans, etc) and were put through the Spartan Augmentation process, trained, and outfitted with MJOLNIR armor. I believe MOST Spartan IVs serve on the UNSC Infinity, but there are others elsewhere.

I know Captain Del Rio is supposed to be the bad guy here, but you have to give him some credit. He stood up to Master Chief, knowing full well what MC could do to him. If that doesn't show you that Del Rio at least had some balls, despite being unwilling to take the risk of staying on the planet.
Isn't it obvious? They were trying to gain all the information they could, to make a new Master Chief. Whether or not they decided to continue with that, I have no idea. Considering he returned, it's 50/50.
Im on a roll of discovering good bands today. Thanks for showing me another. Also, really liked the video, although I was not a fan of the Halo 4 storyline. While it was well told, and the plot was decent, It felt too much like I was starting over. Its a lot like the Halo Universe was repeating itself, with a new threat to humanity, (blah blah) while I played it. Also, the monotonous tone of seriousness and violence really made the levels blur together. Needs more humor like the other halos.
Halsey was arrested so ONI could look like they were in control, and acting in humanity's best interest. She also placed scientific advancement above ethics and regulations, and demonstrated an obsession with her Spartans and the rest of her work. She was dangerous. ONI was run by jerks and it was awesome. But Halsey's did some messed up stuff.
