All this stuff is more complicated/risky then it seems. The US provided weapons to ukraine and limited use to defense. The reason behind this limit is to reduce likelihood for US and Russia to get in direct conflict. Ukraine could do whatever they want but risks losing future support of US and other countries.
US gear came with restrictions but the ORCS use Iranian and north Korean missiles to strike in Ukraine not to mention Moscow asked Iran to start a war with Israel in order to US to supply Israel not Ukraine. Pretty obvious.
