It was done to set up the idea that W was continuing the tradition of Japanese pop female duos like Pink Lady, The Peanuts, and Wink. This sounds just like the original 'Southpaw' performed by Pink Lady in 1978, deep voices and all. Ironically, this is closer to their real voices rather than their "kawaii" voices.
Its because the Huge mirrors is in the shape of a star and the mirror has lights on the outside out it (on the star part not the mirror part) and they film closeups in a mirror so they can see what they are doing.
At the time of this PV, Tsuji was 17 and Kago was 16. In fact, this was just a few months after they graduated from MoMusu. If anything, they look their actual ages here; the curly hair and costumes in their other videos is all an act. (A cute act, but an act nonetheless.) As for pitching (get it? it's punny!) their voices lower, it's because they're covering an old J-disco song from the 1970's. That's how the original sounds.
Well, you can still kind of here how Ai's voice still sounds the same, since hers is a bit higher pitched than Tsuji. Tsuji's voice isn't modified I don't think, because she's sung lower songs when she was in Musume, same with Ai. But I think just did it so it could sound more like Pink Lady's version.

Well, actually, it is only Nozomi Tsuji's voice. She probably made her voice go lower on purpose. On particular songs, both of them make their voices sound different to make the song sound better. Still, I wish W was still together, but Nono had a baby, while Aibon got caught smoking and her contract got terminated! :(
J-music and H!P is better than american music. These girls sell tehir CDs with pure talent... American singers sell only sexy tapes etc. And im not saying Aibon and Nono arent cute!
