9:35 Charged doesn't effect your shield enchant and make it happen more often, it only effects your chance to apply status effects. The enchant has a 100% chance to proc, 5s duration, 10s cooldown. The only way to buff this is with an infused trait making the shield stronger and a 5s cooldown. Toss in major/minor vitality if you can :p
Since the heal was added on pts to Hardened Ward, most of the Sorc mains on forums suggested the burst heal should either be capped or changed to a heal over time, greatly reducing how potent it is when you spam Ward back to back. The heal and shield for that matter is still great within the 30-40k range, but becomes unstoppable at 50-70k, especially when combined with major/minor vitality and how crazy CP buffs shields (Red CP for +15% shield and damage/10% mitigation under shield or block). This build doesn't even use max mag sets like Grace of the Ancients or Crafty Alfiq where you can get way higher. Eg. instead of 15% of your Magicka/Health upfront like it is now, it should be 15% over 6 seconds, only ticking after a 1s delay (to prevent 2 ticks when you spam it like Resolving Vigor). This would mean the heal would be 2.5% every second over the 6s. Could also probably look at lowering the cap on shields from 72% of your HP down to like 50-60% punishing max mag stacking a bit, forcing them to dip into health. To comments about removing the heal entirely I think that is hitting it down with a hammer instead of a chisel. Ward was changed for a reason, Sorcs really couldn't survive like other classes before the change, they just made the heal way too bursty.
