For zero tillage farmers use contact herbicide and they plant there crop but weed will be growing again there in same growth rate right sir? Its my doubt. So if it does what this the solution for it

Sir,incase of standing crop selective herbicides are used mostly...but at the same time they have residual effect ,and some #small farmers have this blv that bcz of applications of herbicides ,their soil quality is deteriorating ...,so they are reluctant to use it..
What could be the best suggestion / solution ,if we want to promote herbicide application in this case??
