No, the effect reads [During Pair] [When Destroyed], meaning that it has to be a paired unit to get the effect when it's destroyed. You're thinking of [When Paired], a different keyword.
You can’t replace bases until they have been destroyed. I thought you could too until I double checked that playmat that they have given us online showing the zones.
The Japanese version of the playmat explicitly states that you can replace Bases. We'll go with information off the Japanese site for now whenever it is conflicting with the English site. We will have a definitive answer at Card Fest Utrecht soon.
