Mullvad uses/enables DoH with their DNS servers by default which could be an issue with i2p?
Glad you mentioned this - as I hadn't actually looked into Mullvad browser outside knowing it is basically a Tor browser without Tor.
Earlier I talked about blocking DNS so definitely would recommend going into about:config and then setting network.dns.disabled to True.
Thanks for mentioning DNS - I will likely add a note for user safety!
also ensure that network.dns.disableIPv6 is set to true as well. (wished there was a way to just disable the .i2p subdomain similar to how .onion bypasses DNS already, so you don't have to flip those preferences back and forth or have yet another profile to utilize an i2p outproxy)

Did you configure the proxy settings and have i2prouter started before mullvad browser?

Sounds like the i2prouter itself hasn't started fully - have you looked for logs? (not sure where they are stored on windows but likely in local directory for i2p - or found on windows doc)
