Also there are 24 Mirage 2000-5 (superior to ANY turkish jet available right now), and also there is a law passed for fas F-35A delivery from USA to Greece. The difference between 18 Rafales and F-16C Bl. 40 is so big that if you knew anything about fighter jets you would know that can change everything :) The Rafale has 14 hardpoints (13 for naval version), 5 of which are suitable to heavy weapons or drop tanks. Only 12 are actually available for most weapon uses though. In theory, you could fill up most if not all with Meteors if you really wanted to, but Rafale’s almost always use a number of drop tanks. Usually at least 2 or 3. If you wanted to get crazy the Rafale can carry 2x droptanks plus 10x Metor Missiles. That means one single Rafale can take out up to 10(!) F-16C's without even been spotted. Stop listening to your autistic government and face the facts.
OK... now you don't even have money to buy 48 Air to Air missiles. At the meantime Turkey have already developed indigenous Amraam / Sidewinder equivalents, Phase Array Radar systems and also developing their own fighter drones which will be ready by 2023 even before you get your 6 Rafales delivered.
