The majority of electric power in China comes from power plants, not hydro power. Hydro power do supply power to some of the states in the middle of the country. Coastal areas are mostly using fossil fuel power plants and nuclear power plants. The shortage of power at Shanghai has more to do with reasons beyond insufficient water in their major rivers. By the way, use of ice for air conditioning is using a lot of power as well. Wonder why they are doing that.
Fossil fuel and nuclear plants both boil water into steam to turn turbines. China's vast solar installations will still work but it looks like they need more of them.
