Praveen Vincent Vas yes you are right DR AND BDR are 2way elected ..I think your are confused, about the word of dbd . Yes your confusion is right but here dbd packet is empty , this dbd packet just carry router id not carry all other things like ( version, type, area I'd, packet length, check sum, authentication type, authentication, data) . In the exstart state one router set a sequence nbr with packets. This router called master and others all router become slave. Hare to send of dbd perpus is to exchange router I'd for election for master and slave which router win the election it will become master and it encapsulated first to set a sequence number and all other follow this sequence.
