Tailgate lifts up good and down from inside switch but from outside switch it goes up fine but when going down it bounces back up like it's fighting itself do you know why?

Unfortunately no, the fleets we service with liftgates are mostly Maxon and Waltco gates.

Do you think we could manually move that pin where the solenoid moves whe we have the solenoid off, just for testing befor we install the new one?
Yes sir... After you remove the coil from the solenoid valve, remove the valve itself from the manifold block. On the side of the valve that was installed in the manifold block, there should be an opening. Insert a small screwdriver or other pointy poking device and push in and out. With medium force you should be able to move the piston back and forth freely about an 1/8 of an inch without it hanging up. ( I've actually had this fix a seized valve by manually cycling the valve.)

For me it was just on the job experience. The company I work for services several fleets that utilize liftgates so I just had to learn. A good place to start is by downloading and reading the maintenance / service manual for the model of liftgate you want to learn about. They have a lot of good information and usually include a troubleshooting section.
I have a Maxon lift gate stops working but when I kick tha box it works. Could it be the solenoid ? TIA
Doubtful...At least not one the smaller solenoids that just divert oil that is already being pumped by the motor. I'd be looking for loose electrical connections, particularly on the motor solenoid (the larger one attached to the motor). Also check the control switch wiring going into the pump box.

Could there have bn a possibility it could have been SV2?
Doubtful. Given the symptoms SV1 had to be the issue. SV2 controls open and close, after oil is diverted from SV1. The fact that it was only going up and down told me the SV1 was not working.

Without make and model it's hard to say. Check for any damaged components restricting movement on the non moving side. If all looks good I'd look at the lift cylinder that's not moving. You may just need to bleed the air out of the cylinder.
Sometimes the cylinders leak internally, if this is the case it will need to be rebuilt or replaced.
