This isn't just a web problem. Even on my (Android) phone I see "pages" that appear ready to use only to see buttons (list of text messages for example) move/reorder just as I tap, often resulting in me tapping the wrong thing. It's infuriating because in real life (which software tries to mimic) buttons do not move about. Oops, looks like a rant but I'm really saying that once visible, interactive elements should not move about. I'd seriously rather see an overlay on top of the while thing whilst it reflows during load so that it's clear when it's ready to use.
