True, there isn’t a lot of information about magnetizer but once you get down to the basics, it’s simple. Scary but simple, considering how do you protect everything if something goes wrong. I have sourced appropriate sized used capacitors, transformers, making the coil for the magnet to be put in and the discharge button.

I worked in a textual plant making pallet nails. Mostly pointless spiral nails from medium high carbon wire. Seeing the power button this far away from the magnifying block is a very good thing lol. After we made (and cleaned) the nail. It went into a threader. Basically, you had a round die that spun and a stationary 1/4 moon die. The nail would come down a track from a vibrating bowl. And drop down into a feeder that had to feed the nail in between the moving die and the stationary die. Everything was ran by a round cam where the feeder arm would ride making it go in and out.... You had to adjust all this periodically (because it's spitting out 3500 a minute). Well, you're trained to shut the machine down to adjust it but that's a guessing game... So I adjusted mine running.... One night (wearing them brown cotton gloves) I'm adjusting the cam and the damn wrench slipped and the last 3 fingers went between the cam and the roller bearing.... I just knew when I pulled the glove off the tips of my fingers were not coming out attached to my hand lol. Lucky they were; just mashed kinda flat and bloody. Talk about a week or two not being able to sleep from my fingers hurting so bad. The doctor said I had what they called a dime fracture. Xray, it looked like there was a dime on the tips of 2 fingers. Except it was the bone.
Anyway, see that magnetic made me think of getting your hand smashed...

Most likely a step up transfer that why it's so expensive and probably super heavy to. The capacitor have to be pretty expensive to I bet. I remember building a magnet for my 3 grade fair project. A semi battery and roofing Nial and amp wire 💯👍👌💪🤔🫡😉✌️

At one point you mistakenly mentioned you could switch the load for your magnetizer with a "copper bar" and you made motion with your hand suggesting a knife switch. Guys do not do this, never ever switch a load with a knife switch. manual switches are meant for tiny loads OR configuring DEENERGIZED circuits.

You can make the magnetizer coil the same way (minus the electrolyte solution obviously) as the way you describe the way to make a capacitor. Now that I think about it also a step up or step down transformer. Just need to keep count of the windings for the desired results. Obviously the coils would need to be slightly different depending.
I can't even imagine a 3 gallon mercury switch. Nevertheless having it break and release mercury vapor and liquid everywhere. Definitely be a shitty day for anyone in the immediate area for sure. OSHA and the EPA would fine you to death if the mercury didn't kill you!!

The best thing you could do is move your shop OUT of CA. You will make a lot more money with a lot less hassle. No homeless people may be a problem though when shopping in dumpsters for your business needs. You will also be able to buy and use real solvents that actually work instead of all the tree hugger approved crap when doing your rebuilding work.
Also, you can get 3 phase WITHOUT pulling it from the grid (look up 3 phase converters). Oh yea, no rolling blackouts if you go to a place where they have common sense ideas on how to manage a state Lol!
