It's about a fair in Co Clare, and the girl likes an older guy, but her mother won't let her go.

It seems to be about a little lady growing up
You kinda have to speak Irish. The little girl keeps annoying her mother to allow her to go to a fair, because she's madly in love with the young shoemaker who works there there. The exasperated mother keeps telling her she's not old enough yet, she'll have to wait til she's 13, so the little girl runs away, and obviously gets lost. It's just a song about childhood/parenthood, really.
