Enlightened beings who have broken the reincarnation cycle can actually "choose" to come back to continue helping others in this realm. They don't have to but they have the option. His reincarnated form Padmasambhava is also an Enlightened being. Sometimes, Enlightened beings choose to come back as seemingly ordinary people / beings too. Tibet is famously known for finding their guru who passed away in reincarnated young children. The Dalai Lama is no exception.

That's why in Tibetan Buddhism, we says you never know Bodhisattva sitting next to you ... respect all and do your stuff carefully...
