The man who talked about "dredging the river" has a good idea. However, his ideas need to be tweaked. The only way that dredging the river 16 feet will work, is for CHEC to also dredge the river all the way through the river mouth and out into the ocean. Reason is that if the river is dredged below the level of the sea there will be a negative slope which prevents the water from flowing out. I would say dredge the river to about 6 or 7 feet deep and also widen the banks down to the sea. And Klarity, you are so correct: they needed to use river gravel (mixed with marl). Hopefully, the owners of that old building will sell and allow the government to implement the drainage/Culvert to lead the water out into the sea. I'm sure the government and the NWC use your videos to gauge the work done by CHEC. You guys deserve to be commended for your diligent work. Keep up the good work my brother.

With so much water coming from the river and the hills, I am not sure they can stop the flooding. However, the drainage systems should be able to move the water off the roads once the rain stops.

If you want to understand flooding, take a look at what is happening in North Carolina, Tennessee and Florida today. Hurricane Helene just passed through. Any drainage system can process a certain volume of water per minute. Once the source of water exceeds this, flooding will take place. Search RUclips for this video: "At least 56 dead and millions without power after Helene's march across the Southeast" My issue with Port Morant is the level of water on the roads after the rain has stopped. That needs to be addressed. The town is in a bad location and will always have flooding when the rain is heavy enough.

I guess they are trying to displace the volume of water by using the Limestone. River stones are not porous, hence it would not be able to displace the water.
Klarity, you video taped a real life example of why marl is such a poor choice to be using in certain applications. For the contractor - CHEC to determine that was the best solution in Cotton Tree clearly demonstrate their lack of judgement and poor engineering skills. Shameful!!! The people are being disrespected.
Can't put anything but concrete next to water and expect it to last. But. Marl ...limestone is the best choice . They just don't know what they are doing. It's supposed to be properly compacted in layers.. but we haven't seen any layers have we? And also it needs to be sealed and maybe jetted before hand since St Thomas have such a soft terrain. . The proper solution is a concrete roadbase. It last forever especially since there no winter in Jamaica. Dollars rule.
Far less than the previous government, even today holnes is paying the IMF for the money the pnp borrowed and wasted Which they gave out to pnp supporters and put the country into debt creating %80 inflation and interest rate with no money to build new hospital clinics and roads like what this government is doing now. Back then we used to flooding every year but the population was not that big in Port and we did not have so many motor vehicles on our road .. If 20 motor vehicles passed by cotton tree back then we have nuff.. I grow up in Cotton tree and I know we been having this problem for years but now is modern time where we have so many motor vehicles on our street.. Look at the poor quality work been taking place in eastern St Thomas? You can't be so political to see the truth.. Sad!!!
