Looks quite bizzare on Windows 11
But it looks bit better on Windows 8
Also, the reason why in Windows 11 control panel missing its text was because all of the control panel item text are stored in .mui files under the locale folder (usually stored in system32 folder)

The display control panel text is because of corrupted/missing mui files, same with the control panel links, only it’s shell32.dll.mun

I tested this on my Real pc with 11 and I just ended up not customizing it with third party software because it almost broke the entire os.
