I got overall band score of 8 in IELTS, which is a measure of how good my English was in the international standard, but I realized fluency while talking is a whole different game(especially in public or in front of a camera, or even in front of a small class) after I was out of Nepal. And no, I don't know about her educational background, but I do agree with your opinion. She does have excellent English, plus situational awareness about how she uses different aspects of it such as pronunciation, stress, structure and overall flow. I think it has more to do with practice since she is a very active media person, and her educational background which is mass communication must boost it a lot as well.
