actually thats specifically the advantage of this type of catapult. for example they are having carrier launched drones and those are pretty small and could be damaged by a steam catapultls acceleration. steam catapult has a minimum force it can push. this system can be very dynamic and push light loads.
This technology is much quieter than the previous antiquated steam powered launch system which would make so much noise that sailors on the ship couldn't sleep.

TLDR, conserving electricity is pretty important

Better than paying $16 Bn (and counting) for ONE 100,000 ton carrier that can only sit in the James River, unfit for sea let alone combat throwing wheelbarrows in the river. Even the mighty USA can't afford THAT!
Once had the pleasure of watching HMS Ark Royal testing her steam cats, while alongside in Guzz. The test weights were different sizes to represent different aircraft, but were all painted yellow and flew beautifully!!! lol.

They don't sink....and yes, they are recovered and reused many times. The same goes for the MK-IV submarine Torpedoes. The torpedoes aren't test dummies, but actual unarmed units, that are shot multiple times for training, but also as test runs for the torpedoes themselves. Every torpedo in the US Navy fleet stock is test fired at least three times before being loaded with armament.

I remember the USS Hancock (CVA-19) launching that test vehicle in Yokosuka harbor in 1966. That was with a steam catapult.
