The execution of air discharge does not appear to be consistent with what is described in the IEC61000-4-2. It says to approach the EUT as quickly as possible until contact is made without causing physical damage to the EUT or gun.
No it doesn't, it says approach until the discharge is completed. Depending on the DUT, it could happen at 1/2 inch or not until the DUT is touched... at 1 second intervals.
