I think the reason Caitlyn chooses to release Vi so easily is because you see how her parents and her boss are confining her, and when she loses her job even Jayce tries to take her agency away from her and don't take her seriously about her suspitions and theories on the undercity. In the end he patronizes her and treats her like an entitled person just like everybody else does and she hates it...she is frustrated with her place in the world and doesn't feel like she belongs with the ruling elite of Piltover. She strikes out on her own looking for something else or someone else to fight for what she believes in, driven by the need to solve this conspiracy which she herserlf has been caught up in. So if this next smaller lead she has doesn't pan out what will she do then? THIS HAS TO WORK AT ANY COST so when she meets Vi she is desperate for answers or something that will help her in this investigation.

Jinx is the smartest human in Runeterra. PERIOD. Yeah viktor is smart but he unlocked his talent in the Academy with the guidance of Heimer. Jinx made somewhat working bombs with parts only FROM THE TRASH. And then understood and utilized hextech WITHOUT prior knowledge even for its existence and with ONLY Jayce's and Viktor's notes in weeks or sth... That's the tragedy of her story; if she had grown up in Piltover she would be the top Scientist of Runterra but she didn't and on top of that the situations she has been put made her decent into madness..."the waste of the greatest brain"
Jinx had a fortified Hexgemstone and Jayce and Viktor's notes to work with. Jayce and Viktor did all the heavy work. Jinx wasn't just poking at shit, hoping to come up with something. HexTech was already a proven concept. Not to take away from Jinx's ingenuity but she adapted and modified the progress they made. Jinx is smart and creative but lets not get ahead of ourselves. Also, intelligence isn't measured by the technologically adept. One could argue Mel was the smartest person in 'Arcane'. She'd been manipulating Jayce and the Council for years.

The only humans close to her are ekko but he has Bentzo's guidance, Mf but she had her parents, Renata but she had her parent's alchemical research and decades of grinding, all Ionian masters had excessive training and spirits and Swain but he has fuckin Raum😭 The only one I would say matches Jinx is Singed but still he was in the academy at one point.
Powder is a genius but one thing to note is she stole research papers along with the gem which is helping her figure it out even faster.
I'm not so sure Powder / Jinx has necessarily been hidden in the Undercity. Rather, no one has the heart (or dare I say, guts) to tell Vi the truth.
