That is because until recently, canonically the watcher's were at absolute worse kinda annoyingly lawful neutral, it's only recently they've been portrayed as "evil?" Or at least antagonistic, because of Martyn taking fanon ideas and running with them, which all started because of one fanfic , which I can't remember the name of or anything other than it is what contributed to the common idea of watcher's, and was made by someone who harrased zombiecleo off of tumblr (Edit: it's "and the universe shifts" I believe)
