To be honest this is something i am confused as well and frustrates me because we cannot be perfect only Allah (SWT) is , so when i hear that we have to be perfect i dont understand but yes we strive for perfection the path is long and my brothers correct me if i am wrong jazakhahul khairan because this issue has been going for long and its a great concern that limits entire muslim ummah ; ability to act and become divided i ask allah to forgive us our short comings and ouur major and minor sins Allahumma Ameen!.

The rulers are not to be blamed because they are illegitimate & murtadeen. It is us people who are claimants of Ahlus Sunnah upon whom the burden lies.
In the treaty of hudaybiya you had the companions who saw the conditions of the treaty in favour of the quraysh and they voiced this to the prophet. Umar said to the prophet ‘are we not upon the haqq, are you not the messenger of Allah’. But OfCourse the prophet was obeying Allah.
So if umar saw something which seemed wrong the same way that musa had no patience with khidr and umar expressed this to the prophet of Allah the same way musa did with khidr, why can’t we speak out against the many clear and far greater violations that are committed. ( not that the prophet or khidr had committed any violations)
The treaty of Al-Hudaybiya has been cited to legitimise making peace with Israel. The treaty of Hudaybiya did not involve giving away muslim land, or foreign enemies occupying muslim land, kafir butchering and killing muslims or Muslims being starved of food, water and electricity.
If anything Al-Hudaybiya was a victory for the Muslims.
The Messenger of Allâh [peace be upon him] returned from this journey and when he was between Makkah and Madinah, Sûrat Al-Fath was revealed in which Allâh Almighty said (what means): (Verily We have granted you a manifest Victoty: That Allâh may forgive you what preceded of your sin and what will follow, fulfill His favour to you, and guide you to the Straight Way; And that Allâh may help you with powerful help. (Ibn Hisham)
It is narrated on the authority of Az-Zuhri that he said: "There was no
greater conquest in Islam than Al-Hudaybiyah treaty. People had been used to war, However, when the truce started, war was stopped and the people were safe. People could then meet and talk. When Islam was introduced to any man with some sense, he converted to it. During those years, a great number of people converted to Islam after the treaty; they were as many as all those who embraced Islam before the treaty.'
(Ibn Hishâm)
You will also notice from the understanding of the classical scholars that Peace treaties can only be executed by the imam of the muslims or his deputy, they cannot exceed 10 years, should ideally be for 4 months, it should be for the benefit of the muslims, if the enemy breaches the treaty they should be fought and that there should be no invalid conditions (giving away 85% of muslim land to the jews or recongising these usurpers/occupiers as valid tenants to the land).
Imam Quduri - kitab al Quduri
و إن رأي الإمام أن يصالح أهل حرب أو فريقا منهم و كان في ذلك مصلحة للمسلمين فلا بأس به
"If the Imam thinks he should make a truce with the the enemy combatants or with a group of them, and in that there is some benefit for the muslims, there is no objection to that."
فإن بدؤوا بخيانة قاتلهم و لم ينبذ إليهم إذا كان ذلك باتفاقهم
If the enenmy initiates (the breach of the truce) by treachery, (the imam) should fight them and not (formally) renounce the truce to them, if that (breach) was by their agreement.
Ibn Qudamah al maqdisi - umdat al fiqh
و تجوز مهادنة الكفار إذا رأى الإمام المصلحة فيها، و لا يجوز عقدها إلا من الإمام أو نائبه
"It is permissible to have truces with the unbelievers if the Imam finds it beneficial, but this may only be agreed by the imam or his deputy."
Zād al-mustaqni- Imam Hajjāwi
لا يعقد لغير المجوس و أهل الكتابين و من تبعهم، و لا يعقدها إلا الإمام أو نائبه
Covenants should only be made with the Majūs, the people of the book and those who follow them. It should only be initiated by the Imam or his deputy.
Al-Tadkirah fi al-fiqh - Ibn Mulaqqin
"The Imam or his deputy can make truces with disbelievers for the welfare of the muslims - lasting up to 4 months or up to 10 years due to the weakness of the muslims."
Bidayatal mujtahid- Ibn Rushd al Maliki
"Those who upheld the permission of making a truce when the imām saw an
interest (of the Muslims) in this are Malik, al-Shafii, and Abū Hanīfa, except
that al-Shafi stipulated that the duration of the truce should not be for a period greater than the one transacted by the Messenger of Allah (God's peace and blessings be upon him) with the disbelievers in the year of al-Hudaybiya."
Minhaj Al-Talibeen - Imam Nawawi
The Imam or his deputy has the right to grant an armistice. An armistice is permitted only when there is some advantage for the Muslims; if, for example, we are weak in number ; Or if money and munitions of war fail us... An armistice which though advantageous, is not caused by our weakness. It may be agreed upon for four months or more, provided it is for Less than one year; but if We are weaker, a maximum period of ten years may be stipulated for... an armistice is invalid where no precise period has been stipulated for or where some illegal clause are included in it."
Al qawaneen al fiqiyyah - Ibn Juzay
Conditions of a peace treaty:
"That the Imam takes charge of the matter.
That it be free of any invalid conditions, like abandoning a Muslim in their hands or handing money over to them when fear
does not exist... That it does not carry on beyond the time necessary for such
a settlement based on ijtihad - the judgment of [the Imam|, while
Abū Imrãn has said that it is recommended that it does not extend
beyond four months, except in the case of incapacity... If we suspect treachery on their part, then it is permitted to default on the agreement before its term."

"The Prophet (ﷺ) called us and we gave him the Pledge of allegiance for Islam, and among the conditions on which he took the Pledge from us, was that we were to listen and obey (the orders) both at the time when we were active and at the time when we were tired, and at our difficult time and at our ease and to be obedient to the ruler and give him his right even if he did not give us our right, and not to fight against him unless we noticed him having open Kufr (disbelief) for which we would have a proof with us from Allah."
So according to the book 10 Nullifiers of Islam, these rulers are guilty of
The Fourth nullifier:Attempting to replace what Allah (G) has revealed [laws of Allah (G)] with
manmade laws or those of a taghoot (false deity) or Istihalal making Halal what Allah has made haraam and vice versa.
The Eighth Nullifier: Backing or supporting the Kufar and aiding them against the Muslims.
So these are clear cut Kufr, they do not deserve total obedience. but muslim obey them since they have no means of removing them and the harm outweighs the good.

Omar R.A criticized Abu Bakr r.a. when He was about to give a peace of land to some people. He gave Him a document and said it is not valid unless Omar r.a. approves of it. When Omar was given this document he tore it apart. Omar came to Abu Bakr to express his displeasure about it.

At the time of musa as, allah swt, did not allow the rain to come due to sinning of one person. Once that one person asked for forgivness, allah swt accepted the duas and the rain came.
What kind of lesson can we take from this?
This is not an analogy applicable to the horrors we are facing in Gaza.
Withholding of the blessing of rain (provision) due to sinning is different from the umman of 2 billion Muslims asked to watch the genocide and massacre and sheer evil oppression of the Palestinians at the hands of the enemies of Islam instead of taking real action and fighting to free the oppressed. You guys need to realize that you can follow whoever you want for your personal understanding of Islam but ALL MUSLIMS need to follow ONE person, the one with the most knowledge (of all fiqhs and undrstandings), piety, political understanding etc, for POLITICAL DECISIONS so that we stay united. There is no doubt right now it is Imam Sayyed Ali Khamenei of the Islamic Republic of Iran. Every group or country (Sunni, Shia, Salafi, etc) that takes POLITICAL guidance from him achieves victory

There is no hadith that says that don't criticise the rulers or you can't.

If he is ordered to do a sinful act, a Muslim should neither. listen to him nor should he obey his orders.

Verily! Allâh will not change the condition of a people as long as they do not change their state themselves (by committing sins and by being ungrateful and disobedient to Allâh). Honestly it seems like all you do is to resort to ad hominem attacks to so called "agents of gulf rulers" which is laughable at best. What Uthman said made perfect sense and is according to Quran and Sunnah (see above). How can we expect Allahs victory when the whole Ummah is split on virtually every issue and fights among itself? How can we expect Allahs victory when we follow our whims and desires and ignore Quran and Sunnah? When the streets are full of protests with music, dancing, mixing of men and women..... while the Masajid are empty? It is easy to shift the blame on the rulers and yes they are not perfect. But speaking from an islamic standpoint, free of emotion, the people as a whole are at fault by abandoning the deen.
What about Ottomans and Seljuks who were immersed in Bidah yet achieved victory after victory??

I believe the reason a lot Muslims don't openly criticize the rulers, is so they can travel to said countries, especially SA for hajj.
Another thing to consider is, is there a path to unite the Ummah that doesn't involve radical and violent changes?
