He probably means ones that the strawhats are supposed to defeat. Luffy was fighting tons of haki users throughout the summit war saga, but they were set up as people that were too strong for Luffy.

Technically Sentomaru (Kizaru’s nephew) was their first opponent who used armament haki on the Straw Hats. Granted, he wasn’t the big bad of Sabaody
