Every passenger on Air Force One has to pay. Every additional passenger adds fuel costs, provisions costs, and security costs. Even journalists who ride it, which happens often, have to pay cash for their flights (or more accurately, their employers pay). You are correct, however, that MM will not get a dime of Harry's inheritances in anyy divorce settlement. The state of California does not consider inheritances to be part of marital property. So, even if the BRF were not sensible in setting up trusts, she would not be entitled to any of that money.
