A really quiet arcade place feels really uncomfortable and doesn't put you in the mood to play. And the city in Japan, like Tokyo, is pretty loud too, or rather lively.
i do not think the Japanese Arcade rooms are noisy at all. In fact, if you have ever been to an actual game room, they are really that noisy. But to hear all the sounds from a japanese game room is just awesome.
