This is a female & what she is doing is the body language of a ring neck that is ready to mate with ( well , your hand!!!!) just watch how your touching her when she acts that way. You can cause her to start laying eggs! Even worse she may become egg bound! That's harmful for her & she will need an Avian Vet! Sorry not trying to tell you how to care for your bird (she is so cute & sweet)
