The codes 0451 (Bioshock 1 and Infinite) and 1540 (Bioshock 2) are references to the Looking Glass Code. A code that has appeared in numerous other games developed by former Looking Glass employees, including Deus Ex, Dishonored, Prey and others.

It was first used in the game Gradius, but later made famous on Nintendo with Contra." As far as the 1999 Mode part: "1999 Mode was originally meant to emulate the feel of older shooter games. Players would have to choose a "class" for Booker, such as Heavy or Long-Ranged, each with its strengths and weaknesses."
Eric I’m so sure I remember seeing the wrench from the original Bioshock on the control console of the airship during this cutscene in Infinite. My memory might be wrong but convinced I saw it.

One of my favorite Easter eggs form a different game is the one from Atomic Heart. It has the Bioshock light house opening reference.

You're correct! That wrench can be found all around Columbia, which is a nice touch!
