Seems like high is a way to play with some medium/low settings (volumetrics and such) and lock to 30 FPS once patching is all done to eliminate hitching and crashing
Quite funny, I can answer your question as I have a ryzen 5 2600 clock speed 4.2ghz the cpu will never hit more then 70-75% in cpu demanding scene and usually it is between 50-65% and the fps is quite it's close, but it goes a little better, it doesn't drop below 30 only in super heavy scenes on the gpu because the rx580 is the cause of the bottleneck, not letting the cpu go to the maximum capacities for the ryzen 5 2600 the best gpu for this cpu is a rtx 3060ti or rx6600 or rx6650 I'm going to do a gpu uprgate between rtx 3080 and rx6800 but I'm still waiting to see the prices and after that a cpu upgrade because I don't want to do an upgrade and for the motherboard I'll take to ryzen from the ryzen 5 2600 generation but ryzen 9 don't know which ryzen 9 but again I'm waiting to see the prices and I'm buying second hand.

In my country new gaming PCs are abnormally expensive to much for my salary at least at the moment so i bought used pc very cheap from a guy that legit know his stuff and the pc work quite good i ended up with ryzen 2600 and rx 580 8gb asus roque strix variant. And yea i also plan to upgrade in some future with rx 6600 or 6800 the guy that i bought pc from recommend that upgrade in the future when i decide to upgrade, but for now it run games quite fine not everything on ultra of course but 1080 custom settings it runs good
I dont know a RX 580 with 1280mhz boost and 1750mhz memory (the 4gb version use1266gpu and ram 1750mhz). Normaly use the 8gb version gpu1340mhz, and 2000mhz gdr5 ram. 🤔
