Shinko tire trouble

100 psi would not seat the tire on the rim. I tried to balance it and it was 6 ounces out with the tread shifting back and forth. Replacement tire is now mounted and balanced as normal. Clearly this tire was defective. The replacement tire is nearly a year and a half old, 0723.
