Yeah this build is really fun to play, if you need damage then its ok to forsake heartsteel first item for demonic so you actually do damage, unlike most normal tanks, fizz actually has the mobility to easily collect heartsteel stacks

They really need to make diminishing returns for cc. If a target already has a cc, then any subsequent cc has less effect, cumulative. They only CC that should not have a diminished effect is from the caster whose cc hit first.
Quick answer: That the use of tenacity stat. Yet he don't have any rune or object with tenacity in this build and worst as he says Orn W increase a lot the time of each CC (don't remember if Orn W just reduce the tenacity stat or just add a flat time value to breaked enemies). Cleanse and mercury sadge can further increase CC resistance a few seconds.

A dude in my game tried doing this build while he first timed Fizz, he went 0 - 16 and lost us the game.
