Speed range is more of a surveyor's choice, depending upon the traffic speed range observed during the survey. Conventionally a speed range in the step of 5 and 10 is adopted( i.e 0-5km/hr, or 0-10 km/hr. ..likewise). But if the data collectors feel that instead of a range of 10, a range of 20 (i.e 0-20km/hr and likewise..) can compile and assess data efficiently then they may adopt the same based on the feasibility.
