I'm actually surprised that this cartoon is from 1958. This feels more like the combination of what was supposed to be a 30s Silly Symphonies-like cartoon based on the song of "I went to the animal fair, the birds and the beasts were there..." with a response to either (or even both) Rhapsody Rabbit and The Cat Concerto that was put in there to pad out the running time. It's very sad for me that more than a half of the short's running time focuses on the concert than on the titular fair. I think, however, that the 30s-like adaptation of the song I mentioned would make a more enjoyable short by itself. It could even have the song's famous scene of the monk falling on the elephant's trunk. But that's just my personal view. UPDATE: Looks like I was right all along. This cartoon is actually made of two ones slapped together: "Fun at the Fair" (1952) and "Philharmaniacs" (1953). Kudos to user Barry I. Grauman for pointing out that first in the comments of this video.
It was another of Paramount Cartoon Studios' cost-cutting measures. They combined footage from two previous "Kartunes", omitting the "Bouncing Ball" segments ("Wait Till the Sun Shines, Nellie" and "Alexander's Ragtime Band").
