You know... hmm... I'm not an engineer I'm a chemist, but it seems like your issue is just the need for the right sized and shaped parts. If you were willing to shell out, you could probably make all the components fit inside it, but you'd probably have limited uses since you'd probably have to downsize the CO2 canister. For a retrieval mechanism, I mean I doubt you can find a motor small enough that it could pull a human being around which would fit inside that arm gauntlet (and the whole setup would also have to be a LOT stronger). But you can definitely make the battery system a lot smaller by using more powerful batteries, or hybridizing it with a supercapacitor (like what they're doing for brakes on cars), so you only need the battery to turn it on and keep it running, the spool unwinding charges the supercapacitor, and the supercapacitor dumps the power to rapidly pull the projectile back. You could do a functioning one, but you'd need a setup on the level of what Adam Savage has to be able to make all the parts.
For retrieval you could just mimic the winding system of a tape measure. It doesn't take a lot of force to pull out and it auto-winds back in using the power of potential energy. No extra battery or power source. You'd just have to use a smaller version of the tape measure "wire" but it would save a lot of space and you could pull back light objects even at a distance. Or do a combination of both for more power somehow?

No wouldn't they be composed out of cable that is stored within the back, electromagnets which could be made out of a scaled down railgun which now he's owned by a Hidden Valley Ranch allergenic gun guy in texas, extremely increased the amount of electricity, and make the coils wrapped tighter than they were possibly by making these coils smaller and therefore giving more time for the electricity to wrap around and do whatever. I'm going to be running off of the assumption that the electricity taking the trip is why it does this and therefore having the electricity go through thinner wires that are wrapped around in a manner that gives them more distance due to their thinness will make this thing more powerful. And honestly you could put the power for the motors in the back, in fact you could just literally have the motors in the very back and then use a belt or gear mechanism that runs through the grapple shot to spin the things up front. This is ignoring that you could dedicate more of the room on the protruding part to storing the cable by literally putting this motor mechanism inside of the gauntlet, nearest this dude that does a Lego gear Engine things that could totally make a good system for this assuming he is given the proper dimensions. Or it could be a she but I'm pretty sure it's a he.

The shape of the bolt must be different in order for it to go directly inside of the barrel (make the bottom part of it like a hollow cylinder where you can attach the rope). Looks like other people have already got a good start on ideas for retrieval, but I've got one for safety. You could add wire between the handplate and the gauntlet so that bending the wrist down pulls the battery into contact with the triggering switch (meaning its neutral state would need some sort of spring to keep it slightly separated). That way the firing mechanism can't go off if your hand is in the way.

You may have been able to get a more accurate shooting mechanism if you used a blank to propel the grapple barb. Would also require less space. Also FDM printer extruding PLA+ can make stronger functional prints to withstand the force generated from firing a blank. Unfortunately making some sort of pulley ststem capable of pulling a person around in that small of a package is impossible- so you would still be left what is basically a wrist gun...
It would make sense that for accessories t o be "plug and play" that the armor itself would be the power source. That way, you could have as much power as you could fit in the armor, including the torso armor with leads to the gauntlets. The retrieval mechanism could also be fit into the gauntlet, at least the motor for it. The connector to the device could be the shaft end of the motor connecting to the spool in the device.
If by "retrieval system" you mean ascender, I think that would be pretty cool. It would probably put a lot of weight on only one arm though, wich doesn't seem very conducive to good health.

Here is a easy retrievable method, make it so that the circles are motors, and you can push on the motors so you can get the grapple back
Unfortunately that wouldn't work because it would be blocked by a lot of parts and possibly cause a back fire due to getting caught on something.

You can just put a strong wire that isn't elastic so you can use it as a graple and make it simpler to recover the graple
