Santo Domingo is a big city and expats are spread all around. Very different from areas like Puerto Plata, Sosua, and Punta Cana where they can be centralized. Areas I recommend here are Piantini, Naco, Bella Vista, La Julia, El Vergel, Gazcue, and La Esperilla.

Santo Domingo, capital of the Dominican Republic. It is situated on the southeast coast of the island of Hispaniola, at the mouth of the Ozama River, and is the oldest permanent city established by Europeans in the Western Hemisphere. The city is also the seat of the oldest Roman Catholic archbishopric in the Americas.
You can't judge a Dominican area on the bars because they are everywhere, safe neighborhoods where nothing happens to "hot" barrios and everything inbetween. Whether they are for decorations or safety and decoration depends on the area. In the USA bars on windows are seen in rough neighborhoods only, but the DR has never been a colony of the USA, but for over 300 years a colony of Spain. In Spain too neighborhoods can't be judged based on bars because they are universal due to cultural reasons. There is a reason Dominicans speak Spanish from birth and Spanish partial ancestry is widespread in the population. Spain has influenced the DR in many other ways too, more so than any other country IMO and mostly due that no other country held the DR as its territory for the longest than Spain. In fact, even today the DR as a country is nowhere near as old as the amount of time the DR was a part of Spain. That explains a lot.
It is a safe neighborhood and area. That is how most Dominicans build and put extra protection in their homes. Even when is a safe area you still don't know who is looking and trying to take advantage.
