He is evil, he wanted to summon the Ubume (Japanese ghost of a women who died while giving birth). He was there at the front of the apartment because he is spying on you because he knows that you're going to work in the Bathhouse and he wants to sacrifice you (You need 3 women sacrifes to summon the Ubume). He is hiding his identity as a monk at the temple and he manipulated the Landlord into working with him to summon the Ubume, he told the Landlord that he is cursed and he needs to work with him to lift the curse. You will know all about these when you read their notes in the underground part of the map (The very first scene in the game where the monk is whipping someone in the shadows, the monk was wipping the son of Yoko -the first girl to have been sacrificed and the owner of the diary you found beneath your sister's bedsheets. Yoko was manipulated by the monk and was made to fall in love with him, then he sacrificed her. Matsuno, the grandma who was praying in front of the bathhouse is Yoko's mother). In bad ending, the monk successfully summons Ubume and Ubume runs wild and goes outside the Bathhouse. In good ending, you complete the newspaper puzzle and you successfully free the chained man (Yoko's son) resulting in the man helping you in the end by burning the monk the landlord and the bathhouse, killing them before they could successfully summon the Ubume by sacrificing you (Erena). Then finally Matsuno picks you up and brings you to hospital.
