Ok so first be sure to close and remove mcpe from background of your phone, then install Zarchiver app from playstore, open Zarchiver -> then click once on the client -> click Extract... -> Then go to -> Android > data > com.mojang.minecraftpe > files > games > com.mojang > resource_packs > paste the file there, restart your mcpe it will work!
