You were on the right track, this is a type of song known as the "murder ballad", this particular song is about the victims of the Green River Killer. It is not a happy subject, but I look at this song as an ode to the women who's lives were taken by this person.
Neko Case is one of my favourite artists, watching you react to her was amazing. Thanks for this, on a side note the girl in the yellow has definitely been listening to Neko for a while since she knew all the words.
Neko PREACHING with anguish and strength regarding the ladies of the night who were BRUTALLY SLAUGHTERED by the GREEN River MURDERER. I love you my dear cat, and I’m coming for you Goddess SISTAH! I love you deeply. 🤗💦🤩😙🥸😎🤓😗📯📯📯📯📯📯📯📯📯📯📯📯😛😩😫😩😫😩😫😩😫😩😫😍😍😍😍😍🥺🥰🥰🥰🥰🥰🥰🥰🥰🥰🥰🥰🥰😌🤔😌😌😌😌😌😘😢😞🤫🤫🤫🤫🤫🤔🤔🤔😨😋😋😋😋😋😚😚😚😚😚😜😜😜😜😜🧐🧐🧐🧐🧐🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳🥳
This is the first time I have watched one of your videos. I really loved hearing what you thought the song title might mean and what the song might be about. The song is about something dark and that the references are somewhat culturally specific, and in general Neko's lyrics tend not to be literal. She often refuses to describe meanings to her songs because ambiguity leads people to bring their own meaning - not the case here because the subject matter is known. You should listen to some interviews with her - she explains it much more eloquently.

this song always gives me chills. what a phenomenal voice.
Red bells are flowers. They bloomed deeply along the highways of Washington state while the Green River Killer continued on his murderous spree.

I cannot get enough of Neko. I've seen her live twice with the New Pornographers, but I can't wait until I hear her under her own name.
Apparently you're the only people reacting to this song, which was weird and unexpected, but you were awesome!
