  • African leaders have declared a ceasefire in the eastern Democratic Republic of Congo, aimed at stopping attacks by the M23 rebel group. However, as peace talks conclude in Luanda, those suffering through the DRC conflict say their leaders have wasted their time.

FDLR who committed Genocide against the Tutsi in Rwanda and were given safe heaven is DRC at the Boarder with Rwanda instead of being brought to Justice. Now FDLR have made a marriage with FRDC congo Army over the years and the Divorce is going to cost a lot to DRC and now they are killing Congolese Kinyarwanda speaking Tutsi due to the genocide Ideology supported by the Congolese government where Congolese Tutsi have been killed , burnt alive and eaten. The M23 should stand up for your Rights. DRC should come to talks with M23.

Puttin has been sanctioned, has that stopped the war in Ukrain? So i think it needs to be a mixture of all these things. The DRC has many borders and i feel its time some of these borders were better monitored. e.g between DRC and Rwanda there is no physical border. Perhaps its time we built an actual border. Lets make it a high wall with a single gate entry. Perhaps we need to go back to basic border patrol.

M23 is a group made of Tutsis who are part of Banyarwanda community of Congo. Hence the confusion with Rwanda. But M23 have genuine grievances against DRC government. After 1994 genocide, Tutsis killings and antitutsis ideology have been spread across DRC by FDLR and pro bantous Congolese politicians. Those people are denied basic rights as citizens. Their families have been living in camps in Rwanda, Burundi, Uganda, Kenya, Tanzania, USA, UK,.... Obviously when Congolese say there is no Tutsi in Congo, nobody listen to them. When they claim that M23 is RDF nobody believes them. If the actual president continue to refuse peace talks there will be more suffering from ordinary people. Congolese who claims Rwanda helps M23 to control minerals are missing the whole point. The only solution is a strong FARDC that fight and defeat FDLR, ADF, and all other militia groups. M23 is the least violent group and the only one who try to bring peace to the local population by chasing away FDLR and Mai Mai militia.

Excellence, Presidents of the East African countries (All),
    Dear Your Excellency,
On behalf of all our oppressed brothers and sisters who are prevented from expressing their true opinions, we are writing to you personally and to the East African states in general, to reiterate our position regarding the boiling conflict between President Paul Kagame and the Democratic Republic of Congo. We wish his Excellency to understand that we the people of Rwanda are peaceful people who seek to coexist with our valuable neighbours and partners in the East African region. We have many things in common and a lot to be grateful for your country and your peoples. Among the things we very much appreciate about you is the fact that you sheltered our people during the times of Rwanda’s dark history. To be specific, we do not devalue your country’s part in hosting, sheltering, and feeding hundreds of thousands of Rwandans who fled to you in 1959 and from 1994 to the present day.
We wish to categorically disassociate Rwanda and its peoples from Mr Kagame’s policy of conflict with neighbouring states. We wish to let our neighbours know that Kagame’ war is not Rwanda’s war, and certainly not our war. Mr Paul Kagame may use Rwanda as his platform to provoke a conflict with neighbours and even deploy our enslaved young men and women to die for him, but the message from us Rwandans which we wish to send to all our neighbours and be heard clearly in all East Africa is that Rwanda without Paul Kagame would seek peace with all its neighbours and would cooperate with you as a regional partner not as an aggressor.
Therefore, much as Mr Paul Kagame has aroused your anger, you can avoid falling into his trap by ensuring that no Rwandan pays for his crimes. You have many ways to get Mr Paul Kagame since he cannot indefinitely absent himself from his regional and state duties, nor can he avoid using your skies when traveling abroad. Whatever steps you decide to take, we urge you to ensure that the people of Rwanda currently resident in your country, and those who have fled from Rwanda seeking your protection, should be spared retribution.
We write this letter in acknowledgment that your resolve has been tested beyond comprehension and in conviction that your anger is justified. However, we would like you also to know that whilst Mr Kagame may prepare or call for war along with associated regions, and those who seek to be like him are urging preparation for war against Rwanda, we the people are preparing for a peaceful transition that would enable us save Rwanda from conflicts that could destroy lives and the gains of our country. We hope that despite silenced voices, this letter clearly expresses our intention towards you and that as non-aggressors may be assured that the people of Rwanda have no hostile feelings towards you. We urge you to ensure that our people are not harmed…and that you prioritise peaceful outcomes.
We thank you in advance for not waging war against us because of one deranged individual or individuals.
    Yours respectfully,

    Richard R. Kayumba

So many years later and it's still about the bickering between clans and wounds that just won't heal. Yes, plenty died and its sad, that's war and why it's generally a shameful failure of political policy. Look at every nation on earth that's ever went to war especially western nations that seem to revel in it. 100 million people lost their lives in WW2, yet when WW2 ended everyone went back to their countries and focused on rapid development. 20 years and 6 million deaths since the Congo wars begun and the only thing that's changed are the bank accounts of their politicians. It's clear that the private companies on this land are paying for the resources yet there's this idea that westerners are "stealing". Private companies conduct themselves in the same predatory way worldwide, as long as the products/equipment and personnel are protected, they don't care what political turmoil exists in your country, sadly this is called capitalism. I just don't see how there can be peace when the rebels in this country tend to fight so that they may take power for themselves and repeat the cycle, just exactly what is the end goal here? these ores will eventually be gone and if there's no real economy when that happens i can't even imagine what the result would be in the short term.

Congo should address the root causes of these political problems through dialogue (tribal politics, weak and corrupt institutions, the legacy of arbritary colonial borders, impunity and lack of justice, regional integration); there will always be groups that will feel marginalized and seek external support from USA, China, Rwanda, Uganda or Angola to challenge their own government.

_EXCLUSIVE: Inside the Congolese army’s campaign of rape and looting in South Kivu_
*Victims and witnesses provide IRIN with dozens of horrifying first-hand accounts of violent sexual assault*
The abuses documented by IRIN began in late September 2017 after *government soldiers reoccupied areas* briefly captured by a new alliance of local Mai-Mai militias called the National People’s Coalition for the Sovereignty of the Congo (CNPSC).
The CNPSC is one of three *Mai-Mai* coalitions that have recently emerged in eastern Congo, an area mired in conflict since the mid-1990s, when the perpetrators of the Rwandan genocide fled there, triggering two regional wars.
In September, the CNPSC launched a fresh offensive in the Fizi region, capturing a string of strategic villages before attempting *an audacious naval assault on Uvira, the second largest town* in South Kivu.
The group was eventually driven back *_by MONUSCO, the UN’s peacekeeping mission,_* which deployed attack helicopters to protect the town.
    The Congolese army moves in:
As the Mai-Mai coalition withdrew from nearby villages, Congolese soldiers began *systematically raping* women and arbitrarily arresting young men, according to dozens of interviews IRIN conducted over several weeks with victims and witnesses.
In Makobola, 15 kilometres south of Uvira, the representative of a local peace organisation said at least 25 women were gang raped by Congolese soldiers *over the course of one day* in late September, after the army retook the town.
The still-bruised 36-year-old woman said she was gang raped by soldiers *_alongside her 65-year-old blind mother_* at 10 in the morning. The attack was so brutal she said her mother was *subsequently paralysed* from the waist down and died shortly afterwards.
“She couldn’t move; she couldn’t even go to the toilet,” the woman said.
Nearby, a 35-year-old mother-of-four said she was stopped by soldiers outside her home at 10am while taking her two-year-old son to the toilet. The soldiers asked where her husband was. When she replied that he was travelling, they accused her of collaborating with the rebels.
“They told me, ‘You are telling us this because your husband is Mai-Mai and you have sent him to the bush’,” she said.
*The soldiers stole her phone and money* hidden in her underwear before entering her house. “They said, ‘Today *we will rape you until you regret being alive’,”* she recalled.
Five men then *raped her in front of her children* until she fell unconscious.
“I woke up to the sound of my *children shouting Mama, Mama!,”* she said.
In a restaurant on the main road through Makobola, five women tried to hide but were caught and *raped by 15 soldiers,* according to the peace organisation representative.
One of the women, passing through the town to visit a hospital further south in Baraka, subsequently died. Another was hospitalised after being penetrated *with a wooden object.*
The owner of the restaurant told IRIN the five women were eventually freed *after she paid soldiers* the equivalent of around $100.
“After what happened, I felt very bad,” she said.
At another restaurant, an owner said she was raped at night on 11 October, after soldiers accused her of providing a place for Mai-Mai *to sleep.* Two more women inside her restaurant were also raped, with soldiers shooting into the air *to stop them screaming.* The soldiers then stole $130, *leaving the owner broke.*
“I have *nothing to restart my business,”* she said.
Further south in Sebele, another village in the Fizi region, three men were killed by Congolese soldiers and eight women raped *after the army regained control,* according to village deputy chief Elias Feruzi.

Remember in 1996 all zaire flew congo to neighboring countries; ten years ago M23 flew to neighboring countries; why isn’t Congo made similar excuses for attacking a neighboring country?? have a peaceful mindset and a diversity mindset will move our Africa forward. don’t let imaginary false claim foul you out.

This is quite primitive and stupid to think like that. DRC is the government while M23 are rebels... Do you think you are better off without mediators ? If so why can't you sit down and talk instead of fighting while killing and displacing innocent civilians.. one side must rule the country at a time.

As Kenyans we quite pity the displaced innocent civilians some die of hunger and disease, no education,no even basic commodities, shelter , food clothing. This war must end even if it means wiping out M23....must M23 rule the country. Let them be like any other citizens let them stop their greed for power.

Why can’t they voice up their rights through peaceful demonstrations?? Don’t be blind minded; all Congolese are tired of the war; that why you’re seeing influx of people marching everywhere in Congo; as people always win ; so M23 should immediately stop their war because they can’t win against the people

And why only one ethnic group have to come into this?? congo has more than six ethnicities that make up 200 plus tribes. Plus there is a democratic government and everything should be fought in democratic ways . Today we celebrate Martin Luther King Junior; did he formed a rebel groups well armed with heavy guns to fight against its own government?? plus the regions into war are predominantly occupied by the tutsi people who don’t want the war but peace. The same ethnic group even in the upcoming election; they will have someone running for presidential seat; why can’t they win trough a cause?? present the cause that interest the majority and win the election in a proper manner and not killing innocent humans like yourself by creating unnecessary and endless conflict among ethics groups.
