Yes you can. These can be used as regular Moisturiser however for real anti aging benefits get started on retinol. See the videos in the anti aging playlist

Fotona is too mild for melasma. If you melasma is mild i recommend you see the melasma playlist get on to a skincare routine.
I think you can try Pico laser for melasma. Different lasers are for pigmentation specifically including pico
