If you're still unable to unlock the achievement even after visiting the east and west pale color areas, try visiting the mural from the Legendary "Color" quest (the one where you control the monetoo guy on the wall), then go back to the big bird mural and then sit on the stool thingy.
If you're still unable to unlock the achievement even after visiting the east and west pale color areas Try finishing the quest "The Mystery of Tecoloapon Beach" for that you need to go to the fog island, once you finish the quest come back and check again it'll work (well that's how it works for me)
I managed to get this chest, one of the tablets needs to be read during the day and the other at night, then the chest will appear after reading both tablets
For those who did not get the achievement nor chest after solving the puzzles, I read the tablet at East in night time, the one at West in day time. Go back, sit and talk to graffiti to trigger the cut scene again to get achievement and chest. Edit : I did re-start the game before reading the tablets.
