if you’ll note i MENTIONED GMT in my original question, and nowhere in any of the data does the green info specify a time zone...what caught my attention was the date which led me to believe the time/date was on GMT...one would think that local agencies would be using local dates/times for their record-keeping purposes.
The video isn't displaying a time in any time zone. It does, however, display time in UTC (Coordinated Universal Time), or Zulu. Neither of which is a "time zone" per say. You'd be left to do the math for yourself in +/- UTC depending on your time zone. If you look up King County Washington, you'll see that it is PST or UTC-8. So subtract 8 from 06:54 hours and you'd get 1/11/19 at 10:54 PM PST.

yes i know what GMT is that is why i was asking if that is what was being used...but WHY would/does a local law enforcement agency use GMT???

@@jezbian There is a Z after the time which indicates Zulu, or GMT. Not sure why it's used in that way, but it does indicate GMT.
