This show is Chainsaw man. All the people here in this scene are working for the Japanese government to hunt Devils (the physical manifestation of phobias). Denji (the blonde boy) and Power (the young girl) are new Devil hunters who are in and of themselves, part Devil. Denji representing the fear of Chainsaws and Power representing the fear of blood. The current head of the Devil Hunters is Makima (the older woman) who place Denji and Power under the old man Kishibe's training since he is the most seasoned active Devil Hunter. He is snapping their necks in this scene to demonstrate: 1. that he is the stronger and smarter than both of them and 2. that since Denji and Power are half Devil they can regenerate from drinking blood which fixes their necks.
