i think it has a frame blending thing when it switches to new scene if you puase it on that frame its a complete blur i didnt figure out how to remove that one yet
Its called dain app you can find it online the good thing is its just one click of a button so theres no knowledge needed of the software. The upscaling thing you can get it here too github.com/xinntao/ESRGAN
so i use esrgan and topaz labs i upscale it 3 or 4 times using a different algorithem each time . sometimes i downscale it and then upscale it again after too. the frame rate is really easy theres a program called dain you just select the video and tell it how many frames to make it it takes a few hours for that
