I really love the idea of robots going up/out there to prepare things for humans before people truly set out to inhabit the planet
I'd be willing to bet that humans will never leave earth. Our bodies are designed to live on this planet, meaning it will probably be impossible to live on another planet. And plus, they'd only take the rich and leave us non-rich people to die on earth. And then they'll regret it when we non rich fix the planet and continue to live on earth in harmony.

Take Mars for example, it would be interesting hard to get enough people to keep a population going to Mars and 10000 people living in a planet where they can not go out side without suit just won't be possible. We don't even have the technology yet and it would take extremely advanced technology to carry that many people which is, god...at least, 100 years ahead of us, meaning we could ne we live that long to get there, what with an inevitable ww3 and climate change. Also, We need to fix this planet first before we go and destroy another one because that's all we will do because we as humans, never learn from our mistakes.

Having said that, and having seen the surface of Titan (finally), I think we might be overzealous. True, Titan is about the most accommodating body in the solar system and the only one, besides Earth that we needn't use spacesuits to survive, merely a source of air and some insulating attire. Still, it's so far away, so cold, etc. that for human colonization, the Moon or LaGrange points are 1,000 times better. For science, Titan will be a great outpost, with cameras, antennae, and a drone to flyover all the Titan surface...

One important thing that was kinda overlooked. We will need new materials that can withstand the cold. "Bundling up" wont work. If you stood on Titan in the most advanced spacesuits or pressurized diving suits that we have, you would freeze solid in about a minute. The atmospheric density, coupled wuth the extreme cold, would rapidly suck the heat out of anything or anyone we put there. It would be like diving into liquid nitrogen and trying not to freeze.

Another reason for fewer crimes (specifically robbery, not any violent crime) would be that all personal needs are met as a colony: food, shelter, purpose in job/contribution, exploration, etc.

What to do with criminals?
1. Send them into Saturn and have them compressed by its gas.
2. Give them to aliens
3. Use them for scientific experiments.
4. Send them to see if Proxima B is habitable
5. Use them to see if other Exoplanets are habitable.
6. Use them to test Warp Drive.
Fun Fact: Warp Drive is a type of space travel scientists are talking about developing, Warp Drive is 10X the speed of light!
5m (~16ft) of pressure underwater isn’t bad. You don’t really notice it except when you rise to shallower water or go deeper, cause you feel the change in your ears and the changes in the first 9m (~30ft) are the most noticeable. But if it’s a constant pressure, it wouldn’t be so bad I don’t think. You’d get tired though.
