There is no debate about wife beating with regards to the verse in the Quran, except in the West. In Muslim countries, this is not an issue. Wife beating only occurs with those few women who are seriously anti-social and will do anything to disrupt the normal functioning of a family and are beyond their senses. Total anarchy and a toxic environment rains because of them unless their behaviour is checked. Those reading this know exactly what I mean - you get great many of these women in Western societies, as a result of which you have innumerable totally dysfunctional broken down "families" that have disintegrated into nothing. Some people just can't handle the normal freedom that the Almighty has granted all of us. Freedom is not unlimited, but is to be exercised within the bounds of law, decency, morals etc as set by the Almighty. So these few individuals need to be brought in line occasionally to remind them of their obligations when they are part of a family unit, and in a way where normal conversational discourse and the presentation of logic and reasoning fails. A good slap more often than not fixes many issues for such people. This provision is not used at all against the vast majority of women in Muslim societies. That is because the vast, overwhelming majority of women are thinking, reasonable people. They are not predisposed to cause chaos and anarchy within their families, because they know their bounds as set by the Almighty in Islam.
