Weirdly, it looks like this video has become corrupted since the last time I watched it a few months ago. (I know it's the same video, because I commented on it before, but it didn't look like this last time)
His name is Hosuke Sharaku, and he's the main character in a manga and anime named The Three-Eyed One, by Osamu Tezuka (the guy who created Astroboy and Kimba the White Lion). When his third eye is closed, he's an ordinary boy; when it's open, he has access to sorcerous powers and powerful weapons (like his spear, the Red Condor), but his personality starts to change to match his demonic heritage, so he normally keeps it closed and covered by a bandage (as seen in the ending, when his friend puts the bandage back on).
