Only a flip summoned count as both a summoned and a battle position change at the same time, and a flip summoned does not count as a normal summoned, and neither count as a special summoned, meaning if normal summoned and special summoned are the only thing being restricted a flip summoned is not restricted. This is why you can change the battle possition of a gemini monster before it gets gemini summoned, because when you gemini summoned the monster will have to stay in its current battle position that he was in before gemini summoning, and gemini summoning does not allow a choice of putting to either attack or defense, just like a flip summoned after flip summoning you do not have a choice to place it in attack, or defense you must leave it in attack.
