Senator is always 2 in each state but representatives vary. If there are 15 representative seats in astate the electoral votes would be 15 + 2 = 17. we may say election is between 2 parties but when it comes to US presidential election we can consider that as contest between 2 candidates and not 2 parties. Somewhat like mayor election in chennai, in which the no of councillors elected will not impact the mayor's victory or loss. if trump leads in PA he will get all the electoral votes in PA.
